What is the total cost of ownership?
What should you expect to pay for maintenance and further development after installation?
The proposal often has assumptions about the project, but if it is discovered that something is more complex than previously believed, it could take an unknown amount to resolve.
Ask the vendors what they think is realistic to spend on a solid MVP launch and to get all your extra features implemented.
Ask about similar projects they have worked on. Will they be using known solutions, or have to discover what is available?

What is the solution they are selling?
Is it a proprietary product, or using an open source framework?
Are there other vendors providing similar services, or will you be locked in with this vendor?
Is this a popular solution among your peers?
What does your team want/not want to use?
Have you been able to test the product yourself?
Does the product fit your needs?
Can the product grow with your company?

There are a range of vendors out there, and your choice will have a major impact on the project.
Are they experienced enough with the technology to avoid issues?
Are they experienced with projects of similar scale and requirements?
Are they the right size? Too small and they may have trouble staffing the project. Too big and you may be a lower priority for the firm.
Are they dedicated to the project? Will they commit the resources to get it done, or will it get dragged out?
Will they support you long term and provide the same team for future updates?
Does their rate fit your budget?
Do they consult you on what you need?
Can they provide additional services for future needs?
